The article considers the inevitability of shifting of the language po- licy paradigm in Russian Federation from ethnocultural to national-functional. The ethnocultural paradigm formed in the era of the Leninist-Stalinist national policy does not ensure the solution of the tasks of nation-building at the present stage and provokes the growth of interethnic tension. The task of forming a civic Russian nation requires a transition to a national-functional paradigm of language policy.
