The Roerich Pact is intended to preserve the cultural heritage of humanity, as a result of which the crises of modern civilization can be overcome. The legal basis of the Pact has been studied quite fully by specialists, while not many publications have been devoted to its philosophical content and spiritual and moral aspect. The article gives an idea of the features of the Pact, its principles and symbolism – the Banner of Peace. The enormous moral potential of the world cultural heritage, its semantic content, as well as the spiritual aspect of culture itself as an evolutionary phenomenon are revealed, which generally increases the status of cultural values.
